It is for use by trainee officers undertaking onboard training leading to a certificate of competency for Small Vessel Engineer Office of the Watch (EOOW), (less than 9000kW, less than 3000 GT). This publication provides criteria for the development of courses to deliver training in human element leadership and management, in accordance with international regulations for seafarer training.
This publication has been written for personnel who design and deliver training programmes. It covers the requirements for Navigation Aids and Equipment Simulator Training (NAEST) Operational and Management certification, Automatic Radar Plotting Aids (ARPA) training, and Small Ships Navigation and Radar training, set out in Chapter II of the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers, 1978, as amended, and corresponding sections of the STCW Code.
It is based on the International Labour Organization (ILO) Guidelines on the training of ships’ cooks, which implements the Maritime Labour Convention, 2006 (MLC) Regulation 3.2.
This publication provides the criteria for the development of training courses to deliver training in personal safety and social responsibility (PSSR), entry into enclosed spaces and shipboard safety officer training.
